This is a game about weapons that have been banned by various conventions. The list contains landmines, toxic nerve agents, blinding lasers etc. You, the player, are a president, a dictator of a country and you don't really care about conventions and regulations. People are upset and want to overthrow your regime. You have all the means to stop them. All the banned means.
